The use of terror as a means to political or ideological hegemony is rife in the world today. And the number one perpetrator of such crime against humanity are the states of the world. State terror kill, pillage and mime more humans than individuals, cliques, militants and ideological groups. State terror and oppression is also the main cause (but not the only cause) of non-state terrorism. Dr. Tariq Ramadan on Obama's Speech to Muslims of the World

The relationship between the United States and Muslims has been so damaged after eight years of the Bush administration that the whole world is now wondering: what is Barack Obama going to say to Muslims? What should he say to restore confidence and trust?

First it's necessary to analyse the main causes of the deep mistrust we find today, not only in Muslim majority countries, but among African, Asian and western Muslims as well. This is an important step for USA, and global relations, given much of the Muslim world is either under US-sponsored tyrants as leaders or at war with USA.

US President Obama Takes First Step to Close Down American Torture

U.S. President Barack Obama signed executive orders on Thursday to close Guantanamo military prison and overseas CIA jails. He also ordered more humane treatment for terrorism suspects and an end to renditions, the practice of transporting foreign detainees to other countries for interrogation that has caused friction with close allies.

This is a significant first step and President Obama must be thanked and congratulated for his bold decision within the first few days in office as President.
